It's a PITA on Plesk, as well.

But generally speaking, if the user goes through the WP installer, it 
"just works".   The trouble comes when you get a guy that can download 
and install a template and therefore calls himself a developer.  Then 
since he knows better than all the docs, FTP's EVERYTHING rather than 
going through the right steps, borks the install, and then complains 
because it's obviously the hosting platform at fault.

On second thought... maybe it's not Wordpress that's the pain...
