Yes, that's by design. There were cases where you made a change to the DNS 
records and the button wouldn't turn blue, which I found a but disturbing. So 
a few months back I changed it so that the button to apply the DNS changes and 
to write out the DNS zone files will always be blue and will always perform 
the desired transaction.
