User "admin" and people from the server administrator list. So siteAdmin's 
will not be able to do it, as they could mess things up and leave Apache dead 
in the water.

Well, only the "admin" user can create server administrators, so typically you 
wouldn't give this to people with two left thumbs. :o)

>From a coding point of view it's not much difference to only allow admin, or 
admin *and* server administrators. It's just a slighly longer "If" clause.
