[BlueOnyx:01563] how to allow php to modify files in other virtual sites than the current

hi,

i'm trying to access (copy,...) files from within other vsites on the same
bo server. i turned safe mode off and added /home/ to the open_basedir
variable. i still get "open_basedir restriction in effect" warnings in the
error log though. how can I completely turn this off?

i am a bit confused as to how the "main" php settings co-exist with the
site-specific settings anyway. do the site-specific settings overrule the
general settings?
