No. By default everything goes into /etc/proftpd.conf

Am running out of ideas there as of why you have that problem.

Let's go on a wild goose chase. Please run the following command and see if it 
returns any results:

ls -la /etc/rc*.d/*proftp*

It should *not* list anything. If it does, then you somehow still have active 
start/stop RC-scripts for running Proftpd in stand alone mode. Which shouldn't 
be the case as we run it through XINETd.

It's unlikely that this returns anything, as the command "/sbin/chkconfig --
level 2345 proftpd off" you've run earlier should have taken care of that. But 
we better check.
