Yeah, it is required on BlueQuartz. The file  ... 

/usr/sausalito/handlers/base/user/updateCapabilities.pl 

... doesn't belong to the CMU RPM . It's from "base-user-glue". And I didn't 
want to mess with it as that might cause incompatabilities with official 
BlueQuartz patches in the long haul.
