What I have done before to circumb¿vent this kind of issue is to

Add a cron script that will change the ownership of the directory and the
files that raqbackup made

Something like this 

chown admin.admin  /home/raqbackup/data -R

If you have enough disk space available, try setting up raqbackup to ftp to
localhost. When it writes the data, it will be saved with the permissions of
the ftp user.
