Not possible. They way it's built in you can't disable that feature relieably 
as it will come back during the next patch.

Anyone who insists on using bad (or too simplicistic) passwords can set them 
from the command line using the following syntax (as root):

/usr/bin/passwd username

It'll ask for the password twice and will then set the specified password for 
the given user. It will still complain if the password is too short or too 
simple, but will set it nonetheless.
