[BlueOnyx:02591] Why is my website suspended?

Hello,
I installed the BlueOnyx on my PC and configured a website, but it shows up
as "suspended".
What other steps are there (other than submitting the Site Management form)?

Also. When I want to copy my html file to the server do I need to do this on
the command line or is there some menu in the web interface that I have
overlooked.?
