They can still have the same email aliases, but all user names must be
unique.
Let me note that there will always be a competitor offering features that BX
doesn't provide.  But considering BX's security, ease of configuration,
stability, blah-blah-blah, this is a miniscule price to pay.

There is definitely no way to have the same username on different sites on 
the same server.
You'd have to put the site on a different server. Or, the extremely easy fix

is to have them use a different username.
