[BlueOnyx:04349] sendmail issues on new install

when I restart sendmail I get this,
Shutting down sm-client:                                   [  OK  ]
Shutting down sendmail:                                    [FAILED]
Starting sendmail: 554 5.0.0 No local mailer defined
554 5.0.0 QueueDirectory (Q) option must be set
                                                           [FAILED]
Starting sm-client:                                        [  OK  ]


when I do the m4 rebuild I get this,
NONE:0: m4: ERROR: end of file in argument list

I copied another sendmail.cf from another BX machine and everything is working fine, so something 
is wrong with one of the mc files. I did a yum reinstall blueonyx-base* to reinstall the sendmail.mc 
file, but during install it says this "NONE:0: m4: ERROR: end of file in argument list". I checked the 
directory "/usr/share/sendmail-cf/" and everything is the same as it is on other BXes.

I tried to run m4 in debug mode but didn't get any extra output,
m4 -d sendmail.mc > sendmail.cf
