Try turning that off and then change the password again in the GUI. Then try
to login via SSH to admin and then try to su to root.  There may be a rogue
script that keeps changing it back at reboot.

Have you trying using the GUI-based SSH client (Mindterm?) after changing
the password in the GUI?
