[BlueOnyx:05287] Adding second IP range

I am trying to add a second range of IPs via the gui IP Address 
Allocation -> Acceptable Ranges.  When I attempt to add a second class C 
is comes back with 'UNKNOWN ERROR DURING CREATE'.  The log file 
/var/messages shows:

IPPoolingRange failed (-7)
Aug 26 12:29:37 web2u cced(smd)[21897]: LOCKDEBUG: Locked file (null): 
Success



Can anyone shed some light on why I can't add another range of IPs?
