I wouldn't reboot the server.  There's nothing wrong with it.  Just 
clean up your SOA, make sure your 2 nameservers are synced up, and 
you'll be good to go.

Your main culprit is your nameserver discrepancy.  Fix that, and you fix 
your problem.
