Yeah, that's indeed unusual. If no admin user (even "admin" himself) is unable 
to add or delete sites and users, then typically the problem is either an 
issue with the Sendmail mapfiles, or a CODB database corruption - or the 
pressence of a lockfile in /etc/.

However: If "admin" can add and delete sites and users (but siteAdmin's and 
"extra-admins" cannot), then we can rule all of that out.

Offhand I don't have much of an idea what else it could be. Please contact me 
offlist and if you want, I can take a look at your server to see what's wrong 
with it.
