Sorry, but that is not possible at the moment.

There are two separate (hidden) switches in the backend for each user 
("ui_enabled" & "enabled"). But for practical purpose a user is either 
"enabled" and can do anything a "normal" user can do, or he's "disabled" and 
can't even login to the GUI or any service.

The two separate switches hint that the original Sausalito developers may have 
considered having users with "read only" permissions for the GUI, but didn't 
follow this idea through all the way for practical purposes: 

Part of the problem here is that the GUI logins are "linked" to the system 
logins. So if you disable a user so that he cannot use FTP, Email and so on, 
then this also removes his ability to login to the GUI itself.
