I have added a rule in the firewall for port 20 but still no go.

Any other ideas?

I'd suspect a firewall issue, since you included both the username &
password I made some tests...

The server fails both normal and passive mode which is unusual.

Change the password before anything else, then check the firewall rules that
might block port 20.
