The config option HWADDR allows you to select a certain card by it's unique 
MAC address and can then bind it to a specific interface. How to make use of 
it:

Edit /etc/sysconfig/network-scripts/ifcfg-eth0 and add the line ....

HWADDR=00:00:00:00:00:00

... to it. Replace "00:00:00:00:00:00" with the MAC address of the network 
card that you want to force to be eth0.

You can find out the MAC address by running /sbin/ifconfig.

After the changes simply reboot and you're done.
