I totally DON'T understand open base dir

Getting this in the error_log

  PHP Warning:  is_dir() [<a

in effect. File(/usr/bin) is not within the allowed path(s): 
(/tmp:/var/lib/php/session/:/home/.sites/143/site2/) in 
/home/.sites/143/site2/web/gallery/modules/core/classes/GalleryPlatform.class 
on line 187, referer: http://www.blablabla.com/gallery/main.php

Anyone have a good example on how it should be set?

Where should is be changed/set?
