With "Server Administrator" it means a so called "Extra Admin". A person with 
server administrator rights from the list of "extra admins" that you see when 
you login to the GUI. 

CMU doesn't import these unless you cmuImport with the -s switch. That's done 
because sometimes you want to cmuImport just one site. But if CMU would import 
the server administrators every time it runs, then it would also try to do 
this when you just want to import one site.

No, that was something else. A really long time ago siteAdmin's (not server 
admins!) wouldn't import due to some defect. That was fixed ages ago.
