Many thanks for the info. I just released updated base-snmpd RPMs which 
explicitly require the presence of net-snmp-libs, net-snmp and net-snmp-utils.

That will take care of it, as the YUM update of base-snmpd will pull in the 
missing dependencies for everyone who's still missing them at this time.
