Anything's possible. However, this requires some thought. To whom does the 
email go? And how often? Certainly not every 15 minutes. Should it be 
configureable, so that you can mark certain sites and/or users that you don't 
care about if they go over quota? All things considered it adds up to a bit of 
coding effort.
