It doesn't matter if "Web Alias Redirects" is enabled or disabled.  The 
end result for anything https on the site is the same.

I thought maybe it was the code for the site, but it's not.  I put in a 
phpinfo.php and just a plain html page to eliminate any chance of some 
php-based influence and still get the same failure.
