[BlueOnyx:11006] yum-utils

Hi every one,
does not stock 5106R come with yum-utils installed as I need to run 
yum-complete-transaction but saying file not found so I checked rpm -V 
yum-utils and it reported package yum-utils is not installed.....I guess 
I need to install it but I understood it was already there?
