Have the same problem
What i did was in /etc/proftpd.conf comment out the vhosts setting that has
the same ip of the server
That did it for me.

Hello people, I can't FTP on 5106 since the update proftpd-1.3.4a-1BX3.i386
this morning.  Stopping and restarting xinetd didn't fix it.
I also have a 5107 (since a few days) which upgraded (after install) to BX1
and so far it doesn't seem to pick up BX3 (**).  My 5107 still does FTP.
Anyone seen this on 5601 as well and found a solution !?
 
(**) what was odd to me ( I'm no linux guru) is that all the upgrades in my
5107 yum_log seem to be .i686 except proftpd-1.3.4a-1BX1.i386  which is
.i386
