[BlueOnyx:09710] Sending Alert Notification Email when user exceeds disk space

Hi

At sending alert when user exceeds disk,  now the alert is send only to the 
user.

In the past, on raq550,  the alert was used to send both users and 
site-admin.

Why not send it to site-admin too ?
