[BlueOnyx:10411] Phpmyadmin

Hi,
How are the site admin able to set up a user name and password so they can access phpmyadmin
from their site GUI? It used to be the db user name and the db password... that no longer is the case..
What am I not doing right when setting up the mysql's?
