Jan,

Thanks for the idea.  I also had a single virtual site that shared the 
same IP as the server.  I've had it this way for years with no issues.  
I changed the IP of that site to something else and ftp now works.

Michael, if you still want access to my system to check this issue out, 
let me know, but you may be able to recreate the issue on your install 
by setting at least one virtual site's IP to the same IP of the server.
