OK, now it is all solved.

The problem was with missing FTP rpm's.  More fallout from RPMForge. 
(Has anyone mentioned today that you should NOT EVER EVER EVER use 
RPMForge on your BlueOnyx box?)

We fixed it with
# yum install base-ftp*

Now it's all better.
