Herb,

I also saw this issue at  a server. 
My solution was changing the diskspace for a site + 1 MB and change it back to the former size. 
The it  as also fixed. Seems to be a quota thing...

Ownership looks fine.

It appears that this fixed itself. So, this is an intermittent problem. Strange...
