What is the output of this command:

cat /etc/mail/sendmail.cf|grep majordomo

It should report this:

O AliasFile=/etc/mail/aliases, /etc/mail/aliases.majordomo

If that's not the case, then your sendmail.cf is missing the provisions
to interface with Majordomo.

Likewise /etc/mail/aliases.majordomo should exist and should contain the
aliases for your mailing list.
