Eiji,
I am late to get into this discussion and my suggestion may be something you
have already tried.
At one time (a very long time ago) my webalizer stopped on one server. I
finally found that a
ps aux|grep webalizer
showed a webalizer process running.
I killed the process and and restarted crond. Then things went back to
normal. Obviously, if you restarted the web server having the problem this
suggestion isn't relevant.
Looking at the BX5108 webalizer script, this may not be relevant - I think
back when I ran into this webalizer was run out of the logrotate.d apache
script.
Anyway, I hope there is something helpful here.
