I had some servers with a similar problem rejecting email, not spam
and tracked it down to incoming email servers not having proper DNS

I had to remove the check from urbil.com

/etc/mail/spamassassin/local.cf and /etc/mail/spamassassin/sql.cf
added this to the last line of those files
    score URIBL_BLOCKED 0

This change will be lost if you make changes to SpamAssassin in the GUI

Not sure if this was a good move, but some clients are now happy.
