Sure enough...

# ls -al /usr/bin/fix-httpd-log-dir
-rw-r--r--. 1 root root 196 Oct 16  2011 /usr/bin/fix-httpd-log-dir

A simple `chmod +x /usr/bin/fix-httpd-log-dir` fixed it but you may want 
to fix the source :-)
