[BlueOnyx:15293] 5106R no function "Set from Browser Option"

On 5106R there is a problem with lang func of "Set from Browser Option".
Any SiteAdmins and Users cannot acsess correct lang panel.
They are all broken.

So they cannot change lang themselves, because of broken panels.

The yum of utf-8 ahs still problem on 5106R Japanase SiteAdmins.
