Run these commands:

/etc/init.d/xinetd restart
swatch

See if that fixes it. If not, then your Proftpd configuration might be
messed up.

In that case you can fix it this way:

cp /etc/proftpd.conf.dist /etc/proftpd.conf

/usr/sausalito/sbin/fixproftpd_conf.pl >> /etc/proftpd.conf

/etc/init.d/xinetd restart
