It's the cronjob /etc/cron.hourly/log_traffic that does this. It has
provisions in it to exit without zapping the rules.

For that just create the directory /etc/apf. It doesn't have to have
anything in it. But if it's present, log_traffic will not modify your
custom IPtables rules.
