You need to enable second level disk quota in the VPS config file.

Do that by making sure it has these two lines in it:

QUOTATIME="0"
DISK_QUOTA=yes

Then restart the VPS and it should work.

Also make sure that the VPS is fully YUM updated before you finish the
inital web based setup.

Because you need this constructor inside a VPS:

/usr/sausalito/constructor/base/vsite/create_dummy_site.pl

It also deals with the "cantCreateVhost" issue on VPS's.
