Why should it upgrade that?

The phpMyAdmin in the GUI runs on the backend. So it uses whatever PHP
version is currently installed and in use for the Backend. Newer
phpMyAdmin versions require a more modern PHP.

Hence the waPhpMyAdmin (phpMyAdmin as Web Application) installs in the
webspace of Vsites and can use the newer PHP that is perhaps installed
on the public Apache.
