Swatch is the "Active Monitor" component that checks if enabled and
monitored services are running. If not, it may send warning emails and
might restart services.
Swatch is run every 15 minutes via the cronjob /etc/cron.d/swatch.cron
It calls the script /usr/sausalito/sbin/swatch.sh, which sets the locale
for the shell script, checks if another Swatch process is still running
and hasn't finished.
If all is fine and no conflicting process is running, it will run Swatch
with these parameters:
/usr/sbin/swatch -c /etc/swatch.conf
