[BlueOnyx:15499] FTP malfunction

I've been working on my server (Clean Install from DVD and YUM Updated)  
and using FTP to get the websites back up and running. I'm using Cute FTP 
as a client and accessing the server. I keep getting this message "waiting 
for welcome message" and it times out.

I cannot figure out for the life of me what is causing it. I have access to 
the box. network settings are correct and all DNS entries are correct.
