Not really. I just tried to replicate that. Added a "Server Admin" to a
5106R. Gave him "Virtual Site Management" and "Site DNS Management".
Gave him 20G of Quota, ability to manage 5 Vsites and to create 100
Users. Went to "System Settings" / "IP Address Allocation". Box has one
IP. Added the name of that admin to the "Server Administrators" of that IP.

Logged out and back in as that new user and in "Site Management" I had
the Sitelist with no sites and had an "Add" button.
