I just tracked the issue down and fixed it. Updated base-alpine,
base-vsite and base-console RPM's will be available via YUM later today.

After they are installed, a previously invisible Capability "Server
Security" can be assigned to "Server Administrators". If it is assigned,
then that user can see (and use) the "System Settings" / "Security" menu
and the pages contained within that.
