Thanks Michael. I am using IP Address Allocation as my original IP blocks
are not contiguous with the server IP. I do have the new IP block in the
range of allowed IPs (I added that block before trying to move anything). I
can add a brand new site on one of the new IPs, but cannot move an existing
site to any of my allowed IPs (either old block or new block).

No VPS, this is on a "real" dedicated MSI server.
