I still checked this settings and they are so huge that this cannot be the problem.

Maximum Virtual Sites: 1000 - Maximum Allowed Disk Space: 10000000 - Maximum Users: 1000
(actual 49 sites and about 157 Users)

Actually the capLevels look good. How about the other settings that
directly affect his ability to create Vsites? Maximum amount of
Diskspace, Vsites and Users he's able to create/use?

These limits (if exceeded) also prompt the "Add Vsite" button to go away.
