Better workaround yet.

Same file just comment this line (just add the #)
#    BanOnEvent ClientConnectRate 30/00:01:00 01:00:00 "Stop connecting so
frequently!"

I think the connection rate is throttled by xinetd and not proftpd ,   this
may be the Bug itself.

How to doit:
1)Ssh to the server

su root
cd /etc
pico proftpd.conf
#go to the bottom of the file and search for the line 
     BanOnEvent ClientConnectRate 30/00:01:00 01:00:00 "Stop connecting so
frequently!" 
Add a # at the beginning of the line
#    BanOnEvent ClientConnectRate 30/00:01:00 01:00:00 "Stop connecting so
frequently!"


Use control-x to exit and use Y to accept the changes

#restart xinet with
/etc/init.d/xinetd restart


Voila ftp works
