It looks like /usr/sausalito/handlers/base/dns/dns_generate.pl does
that, but is just a bunch of perl code that builds named.conf from
scratch, rather than from some editable template.

I am not familiar with DNS on BO, but there must be a mechanism to add a
zone. I presume BO can run dns for a zone, without also trying to run
web/email for that domain. Just add 168.192.in-addr.arpa. and populate
with appropriate content. Or leave it empty, which is effectively what
you have now. But that will prevent those queries from going out to the
.arpa servers.
