Yeah, it appears that way. The Webalizer statistics are generated by
this Cronjob:

/etc/cron.daily/00webalizer

That actually just runs "/usr/bin/webalizer -Q" where the -Q switch
makes it really silent and not reporting any errors.

Please run it manually this way:

/usr/bin/webalizer -v -d

That will make it really "talkative" and if any errors or oddities
happen during the Webalizer run itself (or if the data in the logs is
bad) it should give some additional pointers.
