As an update, I have followed Michael's instructions and done:

[root at hosting1 cron.daily]# cp /var/log/httpd/access_log 
/tmp/.logrotate_apache_access

[root at hosting1 cron.daily]# /usr/local/sbin/split_logs web < 
/tmp/.logrotate_apache_access

[root at hosting1 cron.daily]# cd /home/sites/www.SITE-IN-QUESTION.com/

[root at hosting1 www.SITE-IN-QUESTION.com]# ls -lah logs/
total 53M
drwxr-s--x  5 SITE15-logs site15 4.0K Aug 18 08:55 .
drwxrwsr-x  9 jmichaels   site15 4.0K Aug 19 11:53 ..
drwxrws--- 14 SITE15-logs site15 4.0K Dec  2  2013 2013
drwxrws--- 14 SITE15-logs site15 4.0K Dec  2  2014 2014

So we have positive rotation now.

Re-ran the Webalizer cron and no stats are updated for the site in question.

Since it still does not work and Webalizer and Apache are never seen in 
the same room together I think it must be a conspiracy.
