199.175.188.52 does not even advertise STARTTLS in response to an EHLO.

The STARTTLS=server indicates this is a problem *receiving* from them.

You might try adding this to access:

Srv_Features:199.175.188.52     S

to suppress advertising STARTTLS when they connect to your port 25.
